We're trying to figure out if we have an average number of employees that think lappys are a gift to them rather than something to be returned when not on assignment or not even employed anymore.

No Clue.

Basically I get to use my company laptop for any use and if or when I leave the company I'll have to give it back.

Why not tell people that it's not a gift when they receive the laptop?

we do, they have to sign forms and all that jazz... and 95% are ones that another consultant used so should be obvious that its a loaner but some people just dont want to give it up Another Tounge

It's simple simmo.

You send out a company wide memo that non-returned laptops will be charged for.

A month later you invoice those that haven't returned them.

Then a month later you dock the invoice amount from their wages!

Problem solved.

Alternatively, look at having some way of remotely de-activating them.  Or have them all automatically deactivate every 30 days - and have to be returned to the IT department to re-asctivate - at which point you can review if they have to hand them in or can keep them for the next period.

Tried this but the issue is that the only time they want to get nasty with the employee they have been terminated or quit, and more often than not, the lappy is worth more than that last check.

yeah we have thought of that, not sure if would create an administrative headache (costing more than the lappys) though.

pretty much at this point we're just trying to figure out what is an "acceptable" amount of loss.

Hire a monster of a person, someone who looks like (or even better does) break knee caps for a living.

Then have it written in the documentation that if they don't return the laptop at the end of the allotted period that this guy will personally come and not only physically recover the laptop but also to pound them into the ground.

Think of this cartoon as how it should work:
